Readers will note that the letter is addressed to two Republican Senators, then Seante Majority Leader Frist and Senate Banking Committee Chair Shelby. It addresses bill S190.
It was originally introduced to the Senate in January, 2005, by Chuck Hagel (who's been pretty vocal in his support for Obama) along with Dole and Sununu. McCain was not an early co-sponsor.
Though passed by an overwhelming majority in the House with bipartisan support, S190 died in Senate committee and was never brought to the floor for a vote.
After the Fannie report was issued in 2006, McCain signed on along with some other senators.
It was hardly "McCain's letter" as reported here nor did he "demand" regulatory action. The senate record shows that McCain mentioned it once on the Senate floor - when he signed on to what was essentially already dead. His majority party didn't respond and he dropped it.
I agree, though. I wish more people knew the whole story when McCain and conservative pundits try to make it sound like he was incessantly fighting to reform Fannie.
