You see, the taxes and penalties start now and continue on the projected ten year model, but the benefits do not start till 2014. That's right, pay for 10 and get 6. But wait, there's more. The doctor's benefit for Medicaid has been taken out of this bill and moved to the general budget. The cost for this trick? $225 billion. Ahh the smoke and mirrors...and creative accounting.
